Make your own Valentines:
Print templates off the computer. Do a search for Printable Valentines.
Cut out Hearts from different color Construction Paper. Paste.
Get Red Heart Stickers
Get a candy and wrap it wrapping paper or construction paper. Make it look pretty.
Figure out your budget. And work from there.
Make a goodie bag from the dollar store or party city.
